That's not in the code. You need to find out what brand and model of connector you're dealing with and look at the manufacturer's charts. Here's one, from Arlington, in which 3 NM cables of certain types are permitted in the typical 2-screw 3/8" NM connector:

You will consider me a heritic for saying so, and also since I LIKE to pass inspections I stick to two in a single romex connector, but - is the situation as shown in the picture really such a big fire startin deal? I suspect the listing issue came about based on some old f>>t (s),who had a personal issue with the practice. It was really common in decades past. I can't recall ever reading about a single electrocution or fire directly resulting from the over filling of the listing of a romex connector. How about the rest of you?

I don't consider it a big deal. It's just a good example of poor workmanship, especially because there really is no good reason to do it this way.

"it's just a good example of poor workmanship" seems a bit subjective to me. I'ts a code violation to install wiring that is not compliant to the manufacturer's listing, so therefore the poor workmanship. "There really is no good reason to do it this way" - well the last couple of panel replacements I have done, this would have been a sweet deal if allowed cause of the fireblocking right above and the existing home runs all coming thru one hole into one large connector in the original installation.

The connector is tested for a min holding strength. Too many cables and they are not considered secure.

But not if they cost us time and money. MH
 
I don't see a problem with all the NM coming thru the same "connector" but those grounds look like hell.
