It appears to be an 8-bit microcontrollers, manufactured by the STMicroelectronics corporation. This particular item appears to have applications in the measurement and control of systems pertaining to energy, power, temperature, humidity, pressure, and voice. I also read something about its use in DC motor control. You should be able to get one on-line from the manufacturer. But I have no idea whether they can ship to China.
