I was quoted $6550 for one pole. This will be a pass on to customer but seems very high.

Are you in Eastern WA? Is the pole for primary supply - which includes the transformer, etc..

Recall for OH it is about $4400 for a pole and $8 ft, so if you are one OH span from public right of way, then the 6550 sounds about right.

I dug and backfilled a 200 ft trench recently (secondary) and PSE charge was zero. Primary is different story.

I have a cabin on acreage in Lewis county PUD, rates are only 5.5 cents kW-hr but 75 cents day minimum, so I just use my microhydro for power - and not worth selling a few thousand kW-hrs/month back at 5 cents. (and probably having the AHJ not allow all the non-code microhydro equipment - all custom, zero UL stickers, etc.)
Due to tree fall outages, the PUD I don't think will even consider installing a pole and OH wires, even out in the boonies.

Are they just replacing a pole or is this an extension of a line and other equipment is also being added? Add a transformer and some additional gear and that may be cheap.
