How to bond a concrete pool collar with no rebar.

I am doing a fiberglass pool in mass with no diving board,ladder, or hand rails. New code requires a copper mat under pavers. I ran a #8 ground from pump around pool, picked up skimmer and left two whips for ground mat. Inspector passed but wants me to bond the concrete collar that runs all the way around the pool. The collar is not getting any rebar installed within, how do I have to bond the concrete? Do I just install a ground rod with a copper loop in the form and bond to the grid?
 
Most fiberglass pools require rebar in the bond beam (collar) per installation papers and engineering design from the manufacturer. That collar will crack without rebar.

If in fact there is no requirement for the rebar reinforcement in the bond beam collar, the Code requires the copper grid installed to the pools edge.
