How to circuit emerg. lighting w/battery packs and meet IECC

How can we keep the battery packs in egress fixtures charged when the entire lighting in the building is required to be shut down automatically per IECC 805.2.2.2?

Is it permited to run a separate, normally on branch circuit from the same panel as the rest of the lighting to provide this function to the fixtures with the battery packs? If not, how is this done other than using a central inverter? :?:
 
You would run an unswitched leg to each fixture along with the normal switched leg. This way, the fixture mounted battery/charger will always be able to work, and sense a power failure at the panelboard or branch circuit.
