How to justify the oversize gutter per NEC

My electrician installed

2": (3) #6 and (1) #8 ground - this feeds to electrical cabinet #1
2": (3) #6 and (1) #8 ground - this feeds to electrical cabinet #2
2": Nothing, for future use.
1": Nothing, for future generator hook up.

Those conduits/wires thru 6x6x24 gutter and from gutter 2-2" conduit with 3#6 each to main electrical panel

My electrician said it is fine.
I just want to make sure per the code that we are O.K.
The inspector did not say it was wrong only that he wants us to justify the use of the pull box and that it is per NEC code.

How we can fix this problem to satisfy the inspector
 
Not really sure what you're asking but that wireway is fine given the conductor sizes you've posted. Is there a specific problem?
 
why do you have to justify the installation of a gutter to the inspector? ask him to specify a violation and give a code reference.
 
The inspector is likely thinking about the rules in 314.28, how ever they do not apply unless the conductors are #4 or larger. The rules for this application are in 314.16 and only cover the volume of the enclosure, not the dimensions.
 
It Sounds Like The Electrician Was Planing For Future Use Of The Wireway By Installing Extra Conduits. Not Knowing What Size Conductors That Might Be Installed In Spare Conduits He May Have Installed The Wireway Possibly Larger Than Necessary But It Is Better To Error In This Case On The Large Size. If The Inspector Is Concerned About The Installation He Should Site A Code Violation And List The Art.
