How to make sure 230.72(C) is code compliant for tenant

The electrical room houses a main service disconnect serving 10 tenants—5 on the lower level and 5 on the upper floor—along with a separate house panel.

My tenant is taking over two tenant spaces:
  • Space A has a 400 AMP, 208V, 3-phase service.
  • Space B has a 200 AMP, 208V, 3-phase service.
Both panels in the tenant spaces are MLO (Main Lug Only).

The base building engineer prefers not to combine the services into a single 600 AMP, 208V, 3-phase service.

Is it acceptable for the panels to remain as MLO?

Additionally, the 400 AMP service will supply two subpanels, each rated at 125 AMP.

Each panel would need to be protected by an overcurrent device not exceeding the panel rating.
The OCP can be located within the panel or ahead of a MLO panel.
The two individual MLO panels can remain as long as they have proper protection,.
A 600 amp overcurrent device can not be the only protection on the panels you describe.

The 400 AMP and 200 AMP is being feed from a meter bank from the electrical room
