How to PM?

Ok I didn't expect this place to be so hostile, I was asking for ideas on what approach to take, not how to do the work itself, who does the work is irrelevant to the decision of what to do. I don't see any way to PM a mod so I'll just post here and assume they see it. Not sure what difference it makes what I currently do for a living, I was an apprentice 20 years ago but found I had bad knees and went the EE route for my career. I design stuff that goes on utility poles, I'm not ignorant joe homeowner.
