How to use 230 Volt Power for 460 Volt VFD

Hello Gentlemen,

I have a fairly basic question. I am building an electrical panel for someone that has 460 Volt power. I however, only have 230 volt, 3 phase power at my shop. I would like to turn the VFD (AB-725) on to enter my parameters and perform setup on it, I do not need to connect it to a motor. Do I need to purchase a step up transformer or is there an easier way to do this.
