How would you build this?

I have 5 quadplexes (20 units) and 11 duplexes to upgrade from 100amp to 200amp, also add a range circuit. the problem is SPACE. I have to use a loadcenter because the new range must be fed from outside. If I use 2gang/4gang meter bases with 8cir MB loadcenters under ea, then I cant access each of the old feeders (they go on a 100amp breaker) the new panels are 22" wide, also it would be difficult to leave each loadcenter with the range up through the soffit above (slab)

I first thought of putting the meters below but the POCO requires a min. of 3' high.

Im highly considering installing 4 individual meter main combos side by side, by getting the lateral out of the way I think I can offset each combo to fit, then build a trough under it for the lateral. then slap a hub on top and we are off to the races. opinions please...

A few ideas :
What if you held them off the wall with unistrut and then fed your feeders up behind for your ranges, another is you may also be able to feed up to your panels on top and then back down thru the meter enclosure to the main 100amp feeders. Just a thought ill let you know if I have any other ideas.

I like your last idea, If I placed the 4 gang meter base over top of the existing 100 amp feeders, then set the loadcenters on top., then leave out the top to soffit. can anyone site a possible violation using this scenario? the 4 feeders will probably not be directly inside its associated meter area because of width difference

I guess what Im asking is there any code preventing me from having service conductors and feeders in the same enclosure without separation?
None that I'm aware of (as stated)... but the poco will likely not permit it for pre-metered service conductors because they cannot control access?too easy for someone to tap pre-metered service conductors is their reasoning?yet they may not object for post-metered service conductors.
