Wouldn't the MCA be different if used at say 208 rather than 230 volt?

It would seem. Maybe they figured the MCA on the worst case. Can't see the whole data plate in the photo to make the calculation. Do the math and maybe you can see how they arrived at the MCA.

Yes the calculated load current would be different. Given only one MCA value, that's what must be used. Because 208(V) is listed first, that is likely the voltage used to determine the MCA value. Calculation would likely reveal a lesser load current at 230V.
