HPS lamps - mystery disk

Why do HPS lamps have a small metal disk attached to one of the leads at the base of the lamp, which faces a metallic coating on the inside of the lamp?

Functionally, it doesn't appear to be a capacitor, or is it? :confused:

I belive the lamps you have are self starting, we have special lamps to use in street lights when the starter goes bad, they have a metal disc at the base.
