Is this Electrical Code or Building Code
i have been told it was electrical at a job here in Texas
and that i had to install Hurricane Clips or Straps to the 2x4 lay-in lighting
which i have never done i can not find any electrical code reference for this.

Bending the tabs out of the equipment itself, adding a few screws, or fitting a piece thats bought for the light; I guess it just depends on how good the spec's are. LOL, or what they want. ;)

The term made me think more of a structural building technic, nothing in respects to lights...

As was said 410.36(B) is the NEC requirement. But many local and or state codes require more than this in my experience, and it sounds like that is the case where you are.
