Hurricane damage in industrial environments

I have read several articles warning home owners and commercial establishments about using electrical devices after a hurricane. I have not seen anything relative to conduit and wiring systems in industrial applications. In New Orleans, there are many underground conduit systems or above ground conduit systems that have been soaked for several days with salt water and other contaminents. Does anyone have a method or reference for a good method to clean conduit and wiring? I have read one article that mentions flushing a conduit system with a cleaning solution--but did not identify the solution.

a long while back I recall a plant that had some kind of acid spill. they pulled all the wires out of the underground conduits and flushed them with water and reused the conduits.

I would guess a good detergent might help remove the gunk and water would flush out the debris.

My only concern would be if the coating on the inside of steel conduit would be damaged, either by the salt water, the pulling of the cables, or the cleaning process.
