Is this an error? Can the wire insulation be 600v for 15kv?

The EGC or grounded conductor would be 600V XHHW. The phase conductors would be 15kV rated.

It is a grounded conductor, so why would it need insulation for high voltage? 250.184(A)(1) in the 2017 code says the minimum insulation level for neutral conductors of solidly grounded systems shall be 600 volts.
