hvac clerances above ceiling

does any one have code references for hvac equiptment that is installed in a drop ceiling,the inspector is telling me that I cant have a light below and slightly in front of a vav, I have clearances in front the full width of the equipment, the door will open ninty degrees, the light does night cover the vav the full length of the equiptment. 110.26 doesn't seem to cover any equipment in a drop ceiling in terms of what can be below for access to that equiptment
 
Here in Bellevue, WA, anything above low voltage (30 Vrms) installed above ceiling requires full electrical clearance. This means I have to have atleast a 30 in wide, 3ft clearance in front. The clearance has to also extend from the ground to the height of equipment. Light cannot be in that space.

Sometimes AHJ maybe okay with less clearance because the equipment does not require maintenance while energized.

See 110.26 (A)(4)(d) and 110.26 (A)(1)(b).
