HVAC Contractor’s Responsibility or Electrician’s?

I have a client that had the electrician pull power for a new HVAC system from the breaker panel to the air handler location and outside unit in an unfinished basement. He left 5 feet of wire at each location for the HVAC contractor to connect the new HVAC system he is installing.
The HVAC contractor is saying it is the electrician’s job to provide, wire and install the disconnects for the new system. The electrician says it’s customary for the HVAC contractor to handle that part of the install as part of the HVAC bid.
I’ve always had the HVAC contractor handle this as part of their scope of installing an HVAC system.
What is customary in a situation like this?

I usually made it clear in my proposal if the disconnect was furnished by me or by others but in most cases I did furnish it. I also made it clear that my wiring stopped at the line side of the disconnect, this made it clear where my responsibility ended in warranty issues.

Tell them you'll provide and install anything they want as long as it's covered in a change order.
 
I’ve always wired all the way to the outdoor unit. Disconnect provided by us. The indoor unit is usually a toss up depending on whether or not it is fed directly from the outdoor unit. In residential application the HVAC guys will run it with their line sets in that case. Commercial install we usually run the wire between the two units.
 
I liked a demarc line, that way if a warranty issue came about I could show the power was good to a given point and walk away. I have been in situations where the HVAC contractor wanted to keep us coming back time and time again claiming it was a power issue.
 
In WA HAVC electricians are limited on what they can do. The electrician would install and wire the disconnect, HVAC would connect to it and install T Stat wire under separate permit
