I was asked specifically today what the clearance was in front of a VAV's control box (above ceiling). The box is fed with a 208 1phase circuit. I know in 110.26 it basically says that 3ft clearance shall be provided in front electrical equipment. Do Hvac control boxes qualify for this condition? Is this more specifically addressed some where else in the code? I would be inclined to believe that this is more a J-box than a piece of electrical equipment, in which case I believe it only has to be accessible? Any thoughts?

The working space clearances required in 110.26(A) apply to equipment that is likely to require examination, adjustment, servicing, or maintenance while energized.
I am not sure that a VAV box would require any of the above to be done while energized.
