HVAC Load calculator

I am currently bidding a job that requires feeding thirty seven mini split ac units out of two panels. I was looking for the load calculator for hvac equipment, and found that it usually calls for you to figure hvac equipment at 100%. I was just woundering if this is the case for a total hvac fed panel. This seems to be a huge load, and wanted to make sure that this is right?

I believe that is the case 100% load.

When the temperature is highest or lowest (or beyond) the temperature the systems were designed for they will be 100% loaded, and the users would sure appreciate that they continue to run at those times.
