Is an EPO button acceptable as a main disconnect for an outdoor HVAC unit or is the lever - hard disconnect box code specific?
 
Is that because 1) the EPO does not disconnect all ungrounded conductors and 2) the EPO does not allow for a lock out?

Neither. It's because OSHA does not accept control circuit lockout as a mechanically secure way of assuring that the circuit will not become accidentally energized.

An EPO would normally cause all ungrounded conductors to open, but unless it is a safety contactor you would have no assurance that they are open. Yet OSHA would still object.
