Hypot testing leads inside of fuel dispensor.

I am unable to find in the 2008 NEC (which is what the year the ahj is asking about) Do the Hypot testing leads on a fuel dispenser need to be in a explosion proof box?
Are you talking about leads to be used for HiPot testing while the dispenser is installed at a working dispensing point?:?

Like GDigger says, insufficient information.

Hypot... fuel.... etc... fill with water first or N2 fill, etc. before testing, or what ..??
 
Sorry, Yes I am talking about the leads at the dispenser for testing at a working dispenser. These are brand new pumps installed less than two years ago. The customer is being told that the testing leads inside the base of the dispenser need to be inside of a explosion proof box. They have asked me about it and I can't find anything in the NEC on Hipot leads. Thanks
