What happens in telephone service box to which i bring properly grounded conductor? Does one ground one telephone conductor or use some surge arrestor? How do guys ground telephone service at entrance to multi apartment building?I am asking because nobody does that around here. Thank you.
 
The telco termination box usually includes integral surge protection from all wires to ground, needing only to have the ground wire attached to the provided terminal.
You should not connect anything directly to the telco line conductors.
