I need an electrician to pull a permit for DIY work

I need to upgrade my overhead electrical service from 100 amps to 200 amps in my home in Pembroke, Mass., and I want to do the work myself. I took 2+ years of training to be an electrician but decided to become a software engineer instead. I have done lots of electrical work over the years on my own home. I am allowed to do my own electrical work on my home per state law. However, National Grid won't do their work (meter and line switchover) unless the town approves the inspection. The town informed me that they only give out permits to licensed electricians. I am looking for an electrician in the area willing to obtain a permit, allow me to do the work, inspect my work, and be available, if needed, to meet with the wiring inspector during an inspection. Anyone here have any thoughts on this, or are interested in doing this for me? Thanks.

For a homeowner to work under a licensed electrician permit would be a huge liability for the electrician. i like national grids position, in my area homeowner DIY wiring is responsible for many violations.
