I need power!

Gents,

Older 3 wire subpanel no ground. Used to work fine. One of the wires got chopped at ground level when I had a new main panel put in at the pole. Fixed that by cutting cable from old house and lugging cables back together. That cut cable was mounted by the main lugs at the top (not sure if that's a hot or neutral) pretty sure he said its a neutral. Go to the sub in the detached garage (no metal in between... no pipes, conduit... nothing) and he said the neutral bar was hot the left lug hot and right lug neutral. Fixed that swapped right lug and neutral bar wires. So now we got hot hot neut... Put the breakers back in shits crazy... Light comes on but the socket does not. Undo light... socket works. Power goes from 120 to 240... Figured its breakers there old. Got new breakers and took a bunch of stuff out. Left one plug and one light switch. Light comes on plug something in light goes out. Look deeper and research grounds and neutrals are together. What in the world is going on?...Wife bitching i need power to garage for animal heat lamps.
