I referenced NEC 300.3(A)

I was doing an inspection of a project that is in the final stages and was asked to give the contractor a "Punch List", my question is, I know the picture is against code, but did I reference the correct NEC code violation?

300.3A would be correct if that’s premises wiring. That fact that it’s plugged in indicates that it may not be.
I’d also bet that the plug shown is not listed for use with individual conductors.
