No exception.
It’s very uncommon to see a 8 AWG GEC, as it needs to be in a conduit for protection.
What type of occupancy is this?

If the IBT is connected directly to the GEC I don't see why you need a #6 conductor.

The question was if the GEC is a #8, can you connect to it with a #6?
If this using a wire jumper than #6 is required. If you're connecting the IBT directly to the GEC than you won't need a #6 or any other size jumper for that matter.

Nothing specific I’m just brushing up on my education. Always residential for me though. In the Philadelphia area I see #8 GEC for 100 amp services all the time and never in conduit. Where is this rule about the conduit?
