ICC Master Electrician Photo?

I am trying to obtain an electrical license from a borough in Pennsylvania and they are stating I need to provide an ICC Master Electrician examination successful result paperwork. When I went to the borough with my successful result paperwork, they told me the paperwork should have a photo attached to it which I don't have. I contacted ICC and was told they don't issue anything with a photo.
Has anyone run into this and if you have, what did you do to resolve it?

I did not know ICC (International Code Council) tested for a master lic. The Inspector certifications is part of my credentials & just recently they offered a photo ID option with the certificate wallet card in which I am waiting for. Sorry if this is not The correct ICC.

It is the same ICC and they do have a master electricians test
