I would like to use a 4/0 3 conductor + #2 ground mc cable to feed the elevator. 208V 3 ph. They only have black red white so can the white be taped blue? I didn't see anything in 200, 210 or 310 that prohibited it.

can be taped any color except white, gray or green, but has to be in accordance with any identification scheme that is in force at that site.

OP cannot tape a white wire white?

And OP has 4/0 MC..... so pretty sure any color can be re identified.
Nothing says you can't put white tape on a white wire - but it doesn't accomplish the task of identifying it as an ungrounded conductor either.

And yes if this were a site with 208/120 and 480/277 and they were using the most common black red blue and brown orange yellow schemes, and this cable were a 480 volt circuit he pretty much would have to identify all three conductors with brown orange and yellow.
