Identifying a grounded conductor

What iis the smallest size wire that can be re-identified as a grounded conductor? 200.6 (2008 Ed.) seems to indicate that larger than #6 can be marked with white tape at the terminations, however smaller can only be accomplished with a white or gray wire. Is is allowed to mark a #12 thhn in conduit as a grounded conducter using white tape at each connection point?
