IEC 61010 definition of "PROTECTIVE CONDUCTOR TERMINAL"

I want to make sure I understand CE definition of "PROTECTIVE CONDUCTOR TERMINAL" denoted by this:

IEC 61010 defines it as terminal which is bonded to conductive parts of equipment for safety purposes and is intended to be connected to an external protective earthing system. So if I ground the neutral of transformer secondary, the earth terminal is a "PROTECTIVE CONDUCTOR TERMINAL"? But if an equipment case is grounded to a terminal, the terminal is not "PROTECTIVE CONDUCTOR TERMINAL"...

Do I have this right?

Protective conductor of IEC is same as EGC of NEC unless the former is ' combined one' or ' direct from earth'.

In my opinion, at first, this standard does not refer to power supply but:
“[Safety requirements] for electrical equipment for measurement, control, and laboratory use”. If a power supply transformer is included in this equipment envelope then its neutral could be connected with a grounding [inner] terminal.
However, still in my opinion, the protective conductor terminal has to be on the outer side of the envelope in order to facilitate " to be connected to an external protective earthing system"

I would imagine just how 'protective' it actually is would be dependent on what type style earthing system one is dealing with......
