IEC C14 Wall receptacle?

I came across a home with a few wall receptacles that had IEC C14 Male connections. I have never seen this before. In one instance, a cord was plugged into a standard receptacle, and then the female end was plugged into the male IEC C14 wall receptacle. I have no idea what these would be powering, or if this is even code. Has anyone ever come across this?
 
I'm guessing the IEC C14 inlet might have been intended to receive the output of a UPS. But just a jumper cord was put in place instead of the UPS.

If not a inlet I can think of four code issues right away
Exposed prongs violate 406.5(I) and 406.7(D)
I could possibly see a Female C13 three rectangular holes designed to plug into the C14 inlet.
But then its 10A receptacle so not allowed per 406.3.
Also IEC C14 is interchangeable for 120 - 240 volts in server rooms they are often at 208 or 240 so 406.4(F).
