IEC less safety?

With IEC we found several differences in comparassion to UL and the NEC, for example the GFCI protection, there is not Hospital Grade, etc. Did someone have the reason of this differences?
 
IEC system is often self certifed by the manufacture. It does not have the same level of regulation as UL.
However IEC components can be UL.

IEC does not imply Listing or Certification. IEC Standards are primarily European and have no connection with any North American certification agencies. If after testing and evaluation, a manufacturer believes that his product is compliant with relevant European Standards, he may apply the CB Marking.

I know I'm nitpicking, but it should read CE marking.

There is a CB scheme too, which is a way for agencies around the world to share tests protocols. I don't know how it works, but makes sense not to do the same test over and over again.
