IECC 2015 C505.1

I have new tenant moving into the space and the space is going from Mercantile to Business. IECC 2015 C505.1 says:

First paragraph is about change of occupancy C505.1 while second paragraph is about change of use. I am confused about this. I have change of occupancy and change of use I think but not sure based on first paragraph this post correct me if I am wrong though. Would one require to follow lighting wattage Section C405.5? So this means every light in space would need to be changed to LED?

So someone is applying for a permit to go from
mercantile (sounds like retail lighting) to 'Business' ? What is the Buisness? office?
Are they permitting a lighting change out? or wanting to keep lighting the same?

If its a change of occupancy and they are not pulling a permit to change electrical or lighting then the 'demand' of electrical energy will probably not increase.
If the new occupancy is the same use (retail) however its a 24 hr convenience store, in what was a gift shop then that will require the lights will be on more then the section applies.
If its a change of use with no proposed changes in lighting (unlikely) they they need to do the calc either way, and if they can show the same lights will be on less they can keep the lights.

It does not mandate any lighting type like LED, there are actually LEDS that dont meet the requirements.
Hi efficiency T8's can meet this requirement, heck even some incandescent can.
Its like being on a diet you can have your old food just not as much of it.
If they need to comply with the section they need a design professional to do a calculation for them.
