IECC - Lighting compliance

Does anyone has experince to comply with IECC especially with parking garage with below two rules:

1. Lighting reduction

2. Automatic shutoff control

This is crazy rule to apply for parking garage lighting control. Are there any "exits" out of this rule? I have a project including open parking garage lighting design (5 levels), I have MH lights in this garage. I do not see above rules make any senses especially garage with cars drive in and out all time. The garage is not classified as occupied space. Thanks!
 
According to the 2006 IECC, the light reduction only applys to interior spaces ( 505.2.1, and 505.2.2.1)
The automatic shutoff is exempt per 505.2.2.2 Exception #3.
You're allowed a whopping 0.3 watts/sqft.
The 2009 code is out, but I don't know how it has been changed.

A lot of 'tail wagging the dog' in that code.
