IEEE 386 standard deadbreak elbows

medium voltage deadbreak elbows comply with IEEE 386 standard and are not listed by a NRTL, if these elbows are installed at privately owned property (not utility installed) is the IEEE 386 standard all that is required? and does anybody know if IEEE monitors the manufacturers to verify the elbows are being built to that standard, I am just curious, I don't deal with a lot of MV equipment, any info would be appreciated
 
Not an expert, but here are my 2 cents.

IEEE is a standards organization, they don't test for compliance.

Whatever you are designing needs to comply with the insurance company's rules (e.g., Factory Mutual).
