My understanding the effective date is january 1 2004. However the bill senate bill 1880 was sent to the rules committee and has not yet been called for a vote. In laymens terms at this time it is in limbo.

I spoke with a few executives from a couple of downstate Illinois contracting firms. They both assured me that this will NEVER pass. They did not ellaborate, but also told me that I should not WANT it to pass. Take that for what it's worth!

It is something that Illinois really needs. As it is now, if you can pass a "mickey-mouse" test in any municipality in Illinois, your license must be accepted by all other municipalities within the state except those with population of more than 500,000.

I'd like to see this bill pass also. I believe it would elevate the quality of electrical work. There would be less chance of getting under bid by someone using a majority of untrained workers.
One of the problems getting it to pass (so I've heard) is other trades like the pipe fitters and sheet metal workers are lobbing against it. They too would have to get the license to do the electrical portions of their jobs.
