Illumination Exit Signs

I have a question regarding the Illumination exit signs as per NEC and international building code (IBC). Section 1011 of IBC states that exist signs are required for exit-access-area, and not required for exit and exit-discharge-area. Are these exit signs in exit-access-area required only in enclosed buildings, or also required in open structures which have roof but no walls? Thanks

How about the definition of Building as per IBC, are the industrial steel structures (with roof but no walls) considered as buildings?
