I Think you also need to state how the lack of attention is actually going to impact the job and Schedule. If you are not detailed they(GC ARC,PO ) could come back and say your actions did not impact the timeline or progress of the job. Be specific and Legitimate and CYA. Also be careful not to piss them off.People hate form letters.
Just send them a polite note saying the job is being held up due to their inaction on the C.O.
