When replacing light fixtures on a concrete wall,what do you do for a ground? Contractor says it is grand fathered in and just replace the light.When the box is encased in concrete you cant install the required pigtail. Pulling grounding conductor back to panel wont pull. What to do?

Sure you can. Try a little creative chiseling and a ground clip or drill a hole through the back of the box, continue with a masonry bit. Better yet get a solid carbide twist drill. Tap it for a 10-32. No, it ain't easy but it can be done.

I have a long thin Chrome/Vanadium punch I use for these situations. I center it in the gnd screw hole and give it a several healthy whacks with a hefty beater and it'll pulverize enough concrete to make room for a normal gnd screw.

In a pinch, just leaning hard on a small ordinary twist drill (you don't mind wasting :D ) can get you by too.

If the existing circuit does not have an equipment ground installed with it, and you cannot install a new EGC, I would install a GFCI breaker in the panel protecting that circuit.
