In use Weather proof recpt cover

Can anyone explain why they gave an exception to using a 'in use' weatherproof receptacle cover if you using a routine high-pressure spray washing? 2011 NEC 406(B)(1).

It appears one would need it (in use cover) more when spray washing is going on.

This issue came up and there was a debate on whether or not an 'in use' cover is required or not.
 
Maybe because an in-use cover will not stand up to pressure washing (water coming from any direction rather than just down and sideways.) So you would have to unplug the load and close the non-use cover to resist water penetration.
