Never heard of a requirement in general industry, but I'm sure food plants would have some requirements to prevent glass, etc from getting into the product. What type of machine is it? The design of these machines are normally spelled out in a ASME/ANSI standard.

Even if there were no requirements, it sure is a good idea when you consider the down time for cleaning up the glass that gets into the machine/process.

As a general principle, if the fixture was on the machine new from the manufacturer, and it had protection, then removing it or operating the machine without it is a liability.
If you're adding a fixture to a machine at the request of the owner, I'd take the safe approach and use a fixture with a guard.
