Hello. Have new construction building with new underground incoming as shown below to a 1200A switchboard.

Need to setup a temp service(about 400A) but not sure exactly how it would more than likey be done in field.

The one set #500 for 1200A is obviously wrong.

1. Would they more than likely install the permanent before hand and only use some of the sets?
2. Would temp conductors be run from the utility manhole or property line box?

If the end box is the service point everything on the utility side is not governed by the electrcial code. The POCO can specify anything they want including one set of 500's to feed the 1200 amp service. The ConEd conductors are likely in 4" RMC.

Ok so how would you go about setting up temp 400A service in this instance?

But regardless of what is or isn't governed by electrical code 1 set of 500's can't handle 1200A??

No it's not cannot but the note on the drawing says "Exact feeder size & quantities to be confirmed by ConEd". So they will need to evaluate the sizes on their end ahead of the service point.
