Something I have wondered about,

If a control panel, panel etc had an indicator light (for each ungrounded conducter) on the line side of any disconnect or main breaker, Could I , after shutting and locking off power suppling this panel and seeing all lights go out, open panel and double check for voltage with meter without putting on PPE?

In other words, is seeing the lights going out a sufficient indication that the power is off?

That would not fly at out plant, we require testing your meter, verify the circuit is off via the meter and testing your meter again. PPE is worn during the testing. This makes sure the meter did not fail when you were checking the circuit. I don't see a way to verify the bulb did not fail when you throw the disconnect.
