Indoor dry type transformer outside for temporary wiring

Looking for some help as to find a source that says using a indoor transformer outside for a temporary freezer for a couple weeks at a fair is a no go either NEC or OSHA. The problem is they have done this in the past and believe it is ok. It is a 480 volt transformer wired backwards to step up the 208 to supply the freezer. Now that I am the Licensed Electrician in charge I have a problem with having a indoor transformer outside as well as 480 volt transformer where public could be in contact with it .
Any thoughts or sources would be appreciated or if I am totally wrong and you have a reason why this would be ok let me know as well.
