Indoor Swimming pool

Wondering if anyone has installed PVC in an indoor swimming pool area. The inspector says it is not allowed based on 352.12E. The area holds 100-200 people. Article 518 lists skating rinks, so perhaps this is a place of assembly also?

The building is all block, with a concrete ceiling.
