What is the purpose of a manufacturer adding an inductor to the equipment grounding conductor? An inductor impedes a change in current.
What does it accomplish here?

Ever hear of a resistance grounded system? Basically the same thing. It's so that ground faults don't take down the whole facility immediately, it slows down the rise time of the ground fault current event so that a breaker closest to the fault has time to take it off line, rather than cause collateral damage by killing power everywhere. Very common in petrochem facilities where killing power plant wide can lead to deadly consequences.

Ferrite Core

Ferrite Core

Are you talking about a ferrite core wrapped around the EGC? This is designed to make the EGC a poor path for radio frequency noise. It has no impact on the 60Hz function of the EGC.
