It would depend on where you live. I used to work in a industrial plant in NJ. We had our own electricans and our own in plant inspector. We had our own substation.
You would have to contact your states lic dept and get their policy.

The code does state that only "qualified personnel" are to work on electrical equipment. But as far as what "qualified" means, that probably is up to the AHJ.

According to NFPA 70E and OSHA, determining who is qualified is up the the owner of the company the 'electrician' works for. You can be qualified for one type of installation, but you might not be qualified for another type. Your boss is to determine that.
Yes the different jurisdictions have different licensing agreements, as has been stated. In our jurisdiction, there are apprentices, journeymen, master electrical licenses, and electrical licenses for plant people, this last license restricts the licensee to work in the plant of employment only.
