Information equipment in dedicated space and unsecured cables. .

I have the IT guys placing their equipment on top of the breraker panels and hanging cables over access doors. I belieive that since this is not in a IT room their cables and such would then require support and will not be allowed above the breaker panels. 110.26(f)(1)(a).

I can't seem to find what I think I think.

Any help would be appreciated.
