How would you interpet the following.

"All AV equipment is furnished and installed by others. The electrical contractor is responsible for infrastructure only."

I always understood infrastructure to be conduits, boxes etc. and NOT wire or cables? Agree?

I think it isn't clear. I specified "infrastructure" multiple times, but my intent with the word infrastructure was having power where I specified, having conduits, wireways, or cable trays in the paths I specified, but I would pull the video and control cables later myself. Unless they are telling you what video cable to buy, how would you know what to install (e.g. HDMI 1.1, 2.0, 3.0, cat6, cat7...)? And how many -- do you need a cable for every input or just one? Where do they go? I also had some other jobs where I specified the contractor connect the switch and cabling for a screen up/down control on the wall since it was simple. AV can be fussy about lengths and cable types and there can be complex conversions and switching.

But I can also see interpreting this as provide the power and interconnect cabling and the specifier will provide the AV sources, projectors, etc. If it was a simple source or two and projector or monitor, that could be a reasonable interpretation. But I frequently had 20 or more sources, multiple switchers, and 4 to 6 output destinations.
