Inground pool bonding fix

Need help. Measuring around 1VAC from pool water to apron in spots, kids and adults feeling it when entering exiting pool. I've taken a number of measurements to remote earth as seen on the picture. There are two areas relief cuts that seem to mark step changes in voltage (marked with *s). I've been thinking of having the concrete contractor come out and cut a parallel relief line at these two locations and then jack-hammer out a strip from the grass to the coping exposing bonding and wire mesh. I'm hoping to see obvious breaks in bonding conductors that can be repaired. Looking for advice. Appreciate your help.
